Somewhere on the Japanese coast, little Sosuke lives in a small house on a cliff. One day he discovers the goldfish Ponyo in a jar on the beach and saves her. Ponyo is excited about the above-water world and decides to become a human herself and stay with her beloved Sosuke. But her magician father Fujimoto is anything but happy and tries to stop Ponyo with all his might.
When Ponyo escapes, huge amounts of a magical elixir accidentally end up in the ocean. She manages to return to Sosuke in human form, but the unleashed forces of nature are out of control. The sea level is rising and long-forgotten sea creatures are rising from the abyss. Little Sosuke's village is sinking in the floods - along with his mother and the residents of the local retirement home. How will Sosuke and Ponyo get back on solid ground?
