Two bodies were found in a store: one of the dead was a member of the violent gang "La Vida Mala", the other was making fake IDs. The last ID leads to a group of unaccompanied minor refugees. Gibbs takes ten-year-old Elena into his care when an ongoing NCIS investigation reveals that she has become a target of "La Vida Mala".
