An explosion rocks the NCIS headquarters and a body lands on the roof. At first it looks as if a workman was accidentally caught in the explosion, but then it turns out that the explosive device was in his toolbox. The building is to be evacuated immediately, but Gibbs gets his team to investigate for another 30 minutes to examine the evidence.
